It depends on what it needs. Your plan gives you a price range for each phase, and before each phase you get a fixed price in writing, with no commitment.
02I don’t know exactly what I need. Is that a problem?

03Do I need to know anything technical?
No. Not what hosting is, not what a database is. You tell me what you want, and I take care of the rest.
04How long until it’s working?
A first working version takes a few weeks. Your plan shows the timing for phase 1.
